About 301 shipping containers have been found and seized by Malaysian authorities over the past three months. Out of the 301 containers, a total of 106 contain illegal e-waste suspected to have been shipped by developed countries such as The US. This shows a significant growth from 2023, when 47 containers filled with e-waste and plastic waste were seized.
According to Malaysia’s Natural Resources and Environmental Sustainability Minister Nik Nazmi Nik Ahmad, many officials from these developed countries are under the impression that their e-waste is being processed in an environmentally-friendly and ethical manner – they don’t realise that their waste is being shipped to developing countries to be processed. It is believed that many of these containers filled with e-waste are falsely declared under different categories.
Earlier this year, Malaysian authorities conducted raids that led to the closure of several illegal e-waste dismantling facilities. The sudden rise in the shipment of e-waste to Malaysia can be attributed to the shutdown of illegal e-waste exports to mainland China and Hong Kong. This has resulted in other developing countries such as Malaysia, to become the target of illegal importers of e-waste.
Increased Fines for the Guilty
In light of this surge, Nik Nazmi reported that heavier fines will be imposed on perpetrators involved in the illegal importation of e-waste.
The 106 containers bearing e-waste are currently under investigation by the Department of Environment (DOE) under Section 34B of the Environmental Quality Act 1974 (Act 127). However, the Environmental Quality (Amendment) Bill 2023 amending Act 127 was just passed and is expected to take effect on 7 July. The amended penalty includes a minimum fine of RM5,000 and maximum fine not exceeding RM 10 million, as well as mandatory imprisonment not exceeding five years.
